No 880150698, R-II Kultar Singh was born in village Jagroop Nagar in District Kangra of Himanchal Pradesh. He joined 12 SRG NSG on 07 December 1991. In August 1995 along with other NSG personnel R-II Kultar Singh was deployed at Chandigarh to provide mobile security cover to Late Shri Beant Singh, the then Chief Minister of Punjab, under ‘Operation Black Panther’. On 31 Aug 1995 at about 1713 hours at Punjab Secretariat, Chandigarh when Shri Beant Singh was about to get on to his bullet proof car, a powerful bomb blast took place, in which all the three NSG personnel along with Late Shri Beant Singh died on spot due to sustaining major impact of the blast. R-II Kultar Singh made the supreme sacrifice as a conspicuous act of bravery, unparalleled dedication to the mission during ‘Operation Black Panther’ on 31 Aug 1995. He was survived by father Sh Shakti Chand and wife Smt Mukesh Lata.
